D\u00edky tomu Praha bude moci po 30 letech za\u010d\u00edt znovu budovat sv\u016fj bytov\u00fd fond v\u00a0podob\u011b nov\u00fdch byt\u016f ur\u010den\u00fdch pro tzv. preferovan\u00e9 profese (u\u010ditele, zdravotn\u00edky a dal\u0161\u00ed pracovn\u00edky v\u00a0m\u011bstsk\u00fdch slu\u017eb\u00e1ch) a pro k\u0159ehk\u00e9 skupiny obyvatel (nap\u0159\u00edklad rodi\u010de samo\u017eivitele a osam\u011ble \u017eij\u00edc\u00ed seniory). V\u00a0dal\u0161\u00edm volebn\u00edm obdob\u00ed se ji\u017e bude \u0159e\u0161it samotn\u00e1 v\u00fdstavba, dlouhodob\u00e1 spr\u00e1va a dal\u0161\u00ed praktick\u00e9 kroky jako konkr\u00e9tn\u00ed krit\u00e9ria a zp\u016fsob p\u0159id\u011blov\u00e1n\u00ed byt\u016f.\u201c <\/em><\/p>\n<p><strong>Alexandra Ud\u017eenija<\/strong>, n\u00e1m\u011bstkyn\u011b prim\u00e1tora hl. m. Prahy pro soci\u00e1ln\u00ed oblast, bydlen\u00ed a zdravotnictv\u00ed, \u0159\u00edk\u00e1: <em>\u201eDostupnost bydlen\u00ed je dnes jedno z nejpal\u010div\u011bj\u0161\u00edch t\u00e9mat a my o n\u011bm nechceme jen mluvit, ale tak\u00e9 p\u0159in\u00e1\u0161et konkr\u00e9tn\u00ed \u0159e\u0161en\u00ed. U\u017e letos proto Praha prost\u0159ednictv\u00edm PDS pod\u00e1 \u017e\u00e1dosti o povolen\u00ed pro dal\u0161\u00edch 1 500 m\u011bstsk\u00fdch byt\u016f. Projekty, kter\u00e9 m\u011bsto p\u0159ipravuje, ale nejsou jen o samotn\u00fdch bytech \u2013 jde o vytv\u00e1\u0159en\u00ed plnohodnotn\u00fdch m\u011bstsk\u00fdch \u010dtvrt\u00ed. Chceme, aby v nich na\u0161ly domov mlad\u00e9 rodiny, senio\u0159i, lid\u00e9 se zdravotn\u00edm posti\u017een\u00edm i z\u00e1stupci profes\u00ed, kter\u00e9 Praha pot\u0159ebuje. Sou\u010d\u00e1st\u00ed projekt\u016f proto budou tak\u00e9 \u0161koly, slu\u017eby \u2013 v\u010detn\u011b soci\u00e1ln\u00edch i zdravotn\u00edch. A samoz\u0159ejm\u011b i parky a dal\u0161\u00ed ve\u0159ejn\u00e1 prostranstv\u00ed, kde lid\u00e9 mohou tr\u00e1vit voln\u00fd \u010das. Na\u0161\u00edm c\u00edlem je vytv\u00e1\u0159et m\u00edsta, kde se nebude jen p\u0159esp\u00e1vat, ale kde se bude dob\u0159e \u017e\u00edt.\u201c<\/em><\/p>\n<p><strong>Kdy budou m\u011bstsk\u00e9 byty st\u00e1t? \u00a0\u00a0\u00a0\u00a0\u00a0<\/strong><\/p>\n<p>Veden\u00ed hl. m. Prahy si uv\u011bdomuje nal\u00e9havost bytov\u00e9 krize a PDS d\u011bl\u00e1 maximum proto, aby p\u0159\u00edpravu m\u011bstsk\u00fdch bytov\u00fdch projekt\u016f akcelerovala. Z\u00e1rove\u0148 v\u0161ak mus\u00ed respektovat velmi komplexn\u00ed a volatiln\u00ed legislativn\u00ed a faktick\u00fd r\u00e1mec, ve kter\u00e9m p\u016fsob\u00ed.<\/p>\n<ul>\n<li><strong>Developersk\u00fd projekt je vysoce odborn\u00e1 a \u010dasov\u011b n\u00e1ro\u010dn\u00e1 \u010dinnost<\/strong>. V\u00a0Praze obvykle trv\u00e1 jeho p\u0159\u00edprava a realizace od akvizice 7 \u2013 10 let, z\u00a0nich\u017e jen men\u0161\u00ed \u010d\u00e1st (2 \u2013 3 roky) p\u0159ipad\u00e1 na samotnou v\u00fdstavbu. Z\u00a0hlediska d\u00e9lky p\u0159\u00edpravy m\u011bstsk\u00e9ho developmentu se \u010dinnost PDS neli\u0161\u00ed od lh\u016ft obvykl\u00fdch na pra\u017esk\u00e9m trhu.<\/li>\n<li><strong>Re\u017eim Z\u00e1kona o zad\u00e1v\u00e1n\u00ed ve\u0159ejn\u00fdch zak\u00e1zek<\/strong>. PDS jako ve\u0159ejn\u00fd subjekt pracuje v\u00a0re\u017eimu Z\u00e1kona o zad\u00e1v\u00e1n\u00ed ve\u0159ejn\u00fdch zak\u00e1zek (ZZVZ), co\u017e p\u0159\u00edpravu m\u011bstsk\u00fdch developersk\u00fdch projekt\u016f oproti soukrom\u00e9mu sektoru zpo\u017e\u010fuje o cca 1 \u2013 2 roky. ZZVZ je nadm\u00edru komplikovan\u00fd, a proto v\u00fdb\u011br kl\u00ed\u010dov\u00fdch dodavatel\u016f u m\u011bstsk\u00e9ho developera trv\u00e1 d\u00e9le, ne\u017e je obvykl\u00e9 u soukrom\u00e9ho sektoru.<\/li>\n<li><strong>Z\u00e1sadn\u00ed zm\u011bna stavebn\u00ed legislativy<\/strong>. V\u00a0letech 2024 \u2013 2026 do\u0161lo a st\u00e1le je\u0161t\u011b doch\u00e1z\u00ed ke zm\u011bn\u00e1m stavebn\u00edho z\u00e1kona. V\u00fdsledkem je zpo\u017ed\u011bn\u00ed p\u0159i schvalov\u00e1n\u00ed v\u0161ech stavebn\u00edch z\u00e1m\u011br\u016f.<\/li>\n<\/ul>\n<p>Nicm\u00e9n\u011b PDS v\u011b\u0159\u00ed, \u017ee prvn\u00ed stavebn\u00ed povolen\u00ed (pro projekty z\u00a0prvn\u00edho bal\u00edku 450 byt\u016f) budou vyd\u00e1na je\u0161t\u011b letos, a tak bude mo\u017en\u00e9 v\u00a0roce 2026 za\u010d\u00edt s\u00a0v\u00fdb\u011brem dodavatel\u016f, v\u00a0letech 2026 a 2027 s\u00a0realizac\u00ed.<\/p>\n<p><em>\u201eJen za dosavadn\u00ed \u010dinnosti PDS byl sv\u011b\u0159en\u00fd m\u011bstsk\u00fd nemovit\u00fd majetek zhodnocen o 4 mld. korun. Jeho hodnota nav\u00edc je\u0161t\u011b vzroste zah\u00e1jen\u00edm povolovac\u00edho procesu na 1.500 byt\u016f letos a dal\u0161\u00edch 1.000 byt\u016f v\u00a0letech 2027-2028. Na nov\u00e9 politick\u00e9 reprezentaci po podzimn\u00edch komun\u00e1ln\u00edch volb\u00e1ch bude zaji\u0161t\u011bn\u00ed realizace a uveden\u00ed do provozu t\u00e9m\u011b\u0159 3.000 byt\u016f, jejich\u017e stavebn\u00ed povolen\u00ed PDS pro hl. m.
